The great success of the Special Forum 1 ‘Great Mekong Sub-region’ organized by Prof. Kusakabe at the 3rd CECAR has made us realize the strong interest of ACECC on this topic and the necessity to keep fruitful discussion for the sustainable development of the GMS: Great Mekong Sub-region. Thus JSCE proposes to establish a new TC on “Inter-regional Cooperation for Great Mekong Sub-region”.
GMS consists of Cambodia, Lao PDR, Myanmar, Thailand, Vietnam, and China (Yunnan Province). There are a number of issues to be discussed, such as environment, water resources, infrastructure development, and so on.
As for the operation of the TC, JSCE has proposed the TC members based on the suggestion by Prof. Kusakabe. In the GMS, only the VIFCEA is the member of ACECC. Therefore, the proposed TC needs to invite new members from non-ACECC member societies / institutes. This policy will be important for increasing ACECC membership through the TC activities.

Terms of References and Outcomes
Following Terms of References are planned as activities of the TC:
(1) Gather and disseminate the information to ACECC members regarding the Great Mekong Sub-region development with the view of conflict between ‘development’ and ‘environmental conservation’, through ACECC web.
(2) Conduct a survey on the view and opinion what local people in Laos and Cambodia see the Mekong Sub-region development with the view of conflict between ‘development’ and ‘environmental conservation’, whether the ADB driven development projects would provide a better quality of life, or UNESCO initiatives would be a better alternative for improving the quality of life with restrictions stemmed from environmental conservation.
(3) Study and propose a list of possible strategies for sustainable development which civil engineers can offer.
(4) Conduct a lecture tour on sustainable development in Laos and Cambodia
(5) Organize the symposium together with UNESCO
TC activities will be carried out with the close collaboration of Infrastrucure Research and Development Center, Khon Kaen University, Thailand.

Duration of TC activities
After the approval of the TC, until 4th CECAR (June 2004)
Summaries of the TC activities will be reported in the 4th CECCAR in 2007.
4.
Possible Funds
The activities of the TC will be carried out with funds provided from TC members.
JSCE will arrange possible financial support.
First Meeting on

The first meeting will be held in January, 2006. Participations from ACECC members are welcome.
