Proposal of Technical Committee on the Sumatra Offshore Earthquake and the Indian Ocean Tsunami

(TC-4)

Through the debrief session on the “Sumatra Offshore Earthquake and the Indian Ocean Tsunami” and the subsequent discussions on the occasion of the 11th Executive Committee Meeting, the importance of the role of ACECC was highly recognized.  This is a proposal to establish a technical committee as described below, with the purpose of collecting information and exchanging opinions for tsunami disaster mitigation, and transmit the information to the world by the cooperation of ACECC members and the disaster affected nations.

 

1.         Committee Organization

 

1) Chair:       Prof. Fumihiko IMAMURA (Tohoku University, JSCE)

2) Sub-committees:     Since this area has so many diversified fields to be studied, such as tsunami education, early warning system, damage investigation and so on, some sub-committees shall be organized as needed.

3) Committee members: In order to make the TC activity successful, it is essential to have participation of affected countries in addition to the ACECC members.

 

2.         Duration of the Committee’s activity

 

After the approval of the ACECC Executive Committee Meeting until the end of June, 2007 (4th CECAR)

 

3.         Terms of References

 

(1)         To collect and provide information concerning the Sumatra Offshore Earthquake and the Indian Ocean Tsunami.

(2)         To hold workshops for the purpose of exchanging mutual information.

(3)         To hold a forum (4th CECAR) as summarization of the activity result.

(4)         To transmit proposals for tsunami disaster mitigation to the world.

(5)         To encourage education for tsunami disaster preparedness.

 

4.         The activity for each term of references shall be carried out as follows.

 

   (1) To collect and provide information concerning the Sumatra Offshore Earthquake and the

       Indian Ocean Tsunami.

Rather than the earthquake motion itself, the information centering on the following points focusing on the tsunami and its damage, which is useful for affected countries, shall be collected, selected, and posted on the website in English.

·      The information on the investigation results obtained from the ACECC members’ activities.

·      The experience of developed countries in terms of tsunami disaster prevention like Japan and the USA, and the information on the prevention system.

·      The information on education for tsunami disaster preparedness.

·      The information on the experts in the area of tsunami and earthquake prevention.

 

(2) To hold workshops for the purpose of exchanging mutual information.

·      To put a crown of ACECC on the workshops and symposiums on tsunami to be held among ACECC members with the following conditions noted: 1) it should be conducted in English, 2) A notice of meeting should be sent to each ACECC member society and each society can have an opportunity to give a presentation if she wants. 

·      To hold workshops of ACECC’s own. 

·      To plan a special issue on tsunami in the e-journal.

 

  (3) To hold a forum as summarization of the activity result (4th CECAR).

·  To hold a forum at the 4th CECAR to report the TC activity.  An arrangement to encourage the participation of affected countries shall be started as soon as possible.

 

 

  (4) To transmit proposals for tsunami disaster prevention to the world

·      To transmit our proposals as the summarization of the above mentioned forum to the world.

 

  (5) To encourage education for tsunami disaster preparedness.

·      To translate the videos and animation for tsunami disaster preparedness into English and distribute them to the world.

 

5.         Others

1)       ACECC is requested to bear the minimum expense necessary for the activity to support holding ACECC workshops and encourage the education for tsunami disaster preparedness.

2)       Participation of the tsunami affected countries is absolutely essential for the 4th CECAR.  Therefore, it is requested that 4th CECAR LOC consider supporting participation of the disaster affected countries.
